ADVOCACY Back to Top Counties Elevate Unified Call to Address H.R. 1 Impacts Across California Counties across California are converging on a shared message: H.R. 1 is the most pressing challenge facing local communities, and sustained state partnership is needed to protect California’s safety net. Website Accessibility Compliance Deadlines Extended for Counties The U.S. Department of Justice (DOJ) has pre-filed an Interim Final Rule for public inspection to extend the Information and Services of State and Local Government Entities. High-Speed Rail Proposal Raises Concerns for County Revenues and Local Control CSAC and other local government groups have submitted a comment letter noting concerns with the High-Speed Rail Authority’s Draft 2026 Business Plan, which would have negative impacts on county revenues. Roundup: Latest Actions from the Commission on State Mandates and What It Means for Counties The Department of Finance issued decisions on five mandate requests, the State Controller released draft claiming instructions for two programs, and the Commission on State Mandates proposed a decision on an incorrect reduction claim. California Earthquake Authority Releases Report on Natural Catastrophe Resiliency On April 7, the California Earthquake Authority (CEA) released its report, Enhancing California’s Resiliency to Natural Catastrophes often referred to as the “SB 254 Report” as required by Senate Bill 254 (Chapter 119, Statutes of 2025).
