Re:Construction Authorization Request for Low-Level Outlet Modification
Dear Mr. Cruzen:
This is in response to a letter dated July 25, 2025,from Mr. Robert Ellis that submitted a
construction authorization request and a letter dated March 5, 2026, from Mr. Kyle Ingvoldsen,
that submitted an updated plan and schedule for the Low-level Outlet Modification of Bucks
Lake Dam, which is part of the Bucks Creek Hydroelectric Project, FERC No. 619.We have
reviewed both submittals,and we have the following comments:
1.We understand the project has been delayed until 2027. Provide a firm completion date
(day, month, and year) of the proposed construction project.
2.With the long lead time for the procurement of the fixed cone valve, notify us of any
difficulties in obtaining the valve that may change any aspects of the design.
You are authorized to proceed with procurement of the valve upon receipt of this letter.
Provided that you address Comment No. 1 within 45 days of the date of this letter, you are
authorized to proceed with construction upon receipt of the valve. Failure to adequately address
our comment will revoke our authorization until the comment is addressed.
Within 90 days of date provided in response to Comment No. 1, provide a brief report
summarizing the work including as-builts,construction certifications,and any unusual
conditions or items that are important to document for future reference.

the eFiling menu. The cover page of the filing must indicate that the material was eFiled. For
