Re:Response to FERC Comments 1 through 8
Dear Mr. Cruzen:
This is in response to a letter dated February 27, 2026 from Mr. Robert Ellis that
submitted a request for an extension of time to respond to our comments on the 2021
Emergency Action Plan (EAP) Reprint for Three Lakes Dam, Bucks Lake Dam, Lower
Bucks Lake Dam, and Grizzly Forebay Dam, which are parts of the Bucks Creek Project,
FERC No. 619.We have reviewed your submittal, and we have a following comment.
Your request for an extension of time to address Comments 1 through 8 (C-1
through C-8)is excessive.Most of the comments in our letter are related to the
evaluation of the hazard potential for Three Lakes Dam. Your reason for delaying
your response is to use a broader watershed-wide inundation model, and yet you
provide limited information about your planned effort, and whether our comments
would actually be addressed by January 15, 2030. This delay leaves the status of
the hazard potential of the project unclear for an unacceptable length of time.
Therefore, you must address our comments sooner, or provide reasonable public
and dam safety justification to postpone the determination of the appropriate
hazard potential of the project while waiting to use a broader watershed-wide
inundation model study.
Within 45 days of the date of this letter, address our comment or provide a plan
and schedule to address our comment. File your submittal using our eFiling system at
https://www.ferc.gov/ferc-online/overview. When eFiling, select Hydro: Dam Safety;
San Francisco Regional Office from the eFiling menu. The cover page of the filing must
indicate that the material was eFiled. For assistance with eFiling, contact FERC Online
