Re:Construction Authorization Request for Installing Rock Drapery Barrier and Anchors
Dear Mr. Cruzen:
This is in response to a letter dated February 24, 2026 from Mr. Kyle Ingvoldsen that
submitted a construction authorization request for installing rockfall drapery barrier and
anchors at Poe powerhouse, which is part of the Poe Hydroelectric Project, FERC No. 2107.
We have reviewed the submittal,and we have the following comment.
1.Submit the report titled “Slope Reconnaissance and Alternatives Analysis Report,
Poe Powerhouse Rockfall Mitigation Project, Butte County, California,”prepared by
Gannett Fleming Inc., dated January 24, 2020,for our review.
2.You indicate that you will provide us with an update on the status of the project by
October 29, 2027. This is not acceptable;you must submit the actual date that you
plan for the construction to be completed.
Within 45 days of the date of this letter, address our comment or provide a plan and
schedule to address our comment. File your submittal using our eFiling system at
https://www.ferc.gov/ferc-online/overview. When eFiling, select Hydro: Dam Safety; San
Francisco Regional Office from the eFiling menu. The cover page of the filing must
indicate that the material was eFiled. For assistance with eFiling, contact FERC Online
