Box 28209 Oakland, CA 94604 April 22, 2026 Via Electronic Submittal (E-File) Debbie-Anne Reese, Secretary Federal Energy Regulatory Commission 888 First Street, NE Washington, DC 20426 RE: DeSabla-Centerville Hydroelectric Project, FERC No. 803-129 Supplemental Information for BW- 3 and BW-40 Temporary Flow Modification Dear Secretary Reese: This letter provides supplemental information regarding the exclusion of the northwestern pond turtle (Actinemys marmorata; NWPT) from informal consultation pursuant to Section 7 of the Endangered Species Act for Pacific Gas and Electric Company’s (PG&E) temporary minimum instream flow modification. PG&E submitted this modification on February 6, 2026, for PG&E’s DeSabla‑Centerville Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 803. On February 9, 2026, PG&E requested designation as the FERC’s non-federal representative to facilitate informal consultation with the United States Fish and Wildlife Service (USFWS) regarding potential impacts to the foothill yellow-legged frog (Rana boylii; FYLF) and NWPT. FERC provided designation on February 26, 2026. On February 26, 2026, USFWS staff advised PG&E to remove the proposed threatened NWPT from the informal consultation letter for the proposed action. The USFWS informed PG&E that they were not conferencing on NWPT due to staffing issues and ongoing studies concerning the species’ classification. However, PG&E biologists had already evaluated the project effects on the FYLF and NWPT in preparation of the biological assessment (BA). Following USFWS guidance, PG&E removed references to the NWPT from the BA but retained all conservation measures originally designed to protect both the NWPT and FYLF. These conservation measures, included in the 2026 BA, were also part of the approved 2025 DeSabla-Centerville Minimum Instream Flow Temporary Flow Modification (approved July 29, 2025. Therefore, it is anticipated that the existing conservation measures will provide adequate protection for both the NWPT and FYLF. The BA was submitted to USFWS on March 4, 2026; USFWS concurred with the BA on March 25, 2026. Correspondence between USFWS and PG&E concerning exclusion of the NWPT is provided as (Enclosure 1).
