RE: DeSabla-Centerville Hydroelectric Project, FERC No. 803-CA
1102 Undergrounding Project – Orofino Phase 1.3, Electric Undergrounding
Extension of Time Request for Phase 1.3 Underground Final Construction
Report
Dear Frank L. Blackett:
This letter presents Pacific Gas and Electric Company’s (PG&E) request for an extension
of time to submit the final construction report (FCR) for Phase 1.3, Underground (UG), of
the Orofino 1102 electric undergrounding project, located within the DeSabla-Centerville
Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 803. Included
with PG&E’s extension of time request below is a reasoned basis for the request, per Title
18 of the Code of Federal Regulations, Section 12.40(d).
PG&E submitted the Phase 1.3 UG authorization package to FERC in a letter dated July
23, 2025 followed by FERC ‘s authorization of the project in a letter to PG&E dated
September 26, 2025. FERC requested that PG&E submit the FCR for the Phase 1.3 UG
by March 19, 2026. PG&E completed the work associated with Phase 1.3 UG of the
project in October 2025.
On February 25, 2026, PG&E requested an extension of time to submit an FCR for other
phases of the ungrounding project but inadvertently omitted a request for an extension of
time to submit the Phase 1.3 UG FCR. Therefore, PG&E requests an extension of time to
submit the Phase 1.3 FCR by May 30, 2026.
Should you have technical questions concerning this matter, please contact Isabelle
Rawlings, senior dam safety engineer for PG&E, at (925) 359 -5420. For general questions,
please contact Andrew Garcia, license coordinator for PG&E, at (530) 228-8990.
Sincerely,
Robert O. Ellis, P.E., G.E.
