Blackett: This letter presents an updated Quality Control and Inspection Program (QCIP) and project schedule for the Sandy Beach recreation enhancements at Pacific Gas and Electric Company’s (PG&E) Poe Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 2107. This filing also provides the United States Forest Service’s (Forest Service) conditional concurrence on the Sandy Beach 100% design drawings. The Poe Recreation Management Plan (Plan), approved by FERC on February 28, 2022, requires PG&E to construct recreational enhancements at Sandy Beach. PG&E requested FERC authorization on the 100% Design Drawings on October 4, 2023, and FERC requested Forest Service concurrence prior to construction authorization. Due to delays receiving concurrence from the Forest Service and a feasibility determination from California Department of Transportation (Caltrans), the schedule has been updated to September 2, 2026, through October 16, 2026. On March 27, 2026, the Forest Service provided their conditional approval of the 100% designs, pending Caltrans approval of the intersection between the access road and State Highway 70. PG&E continues to work with Caltrans to address comments on the Caltrans exemption request associated with this project. The updated QCIP does not represent a change in project scope or design. The Sandy Beach recreation improvements remain consistent with the 100% design drawings previously filed with FERC and PG&E will file Caltrans approval once received. The updated QCIP, dated March 31, 2026, is enclosed with this submittal (Enclosure 1) along with the Forest Service conditional concurrence, dated March 27, 2026, (Enclosure 2). Frank L. PG&E plans to provide a final construction report within 90 days of completing construction, otherwise PG&E will provide an update on the project status and a plan and schedule for further action by November 15, 2026.
