Annual Bucks Creek Recreation Coordination Meeting Summary
Dear Secretary Reese:
This letter presents the 2026 Annual Bucks Creek Recreation Coordination Meeting Summary for
Pacific Gas and Electric Company’s (PG&E) Bucks Creek Hydroelectric Project, Federal Energy
Regulatory Commission (FERC) No. 619. FERC issued a new license for the Bucks Creek Project on
June 16, 2022. State Water Resources Control Board 401 Water Quality Certification Condition 21
and U.S. Department of Agriculture, Forest Service’s (“Forest Service”) section 4(e) Condition No. 55
require the licensees implement the Bucks Creek Recreation Management Plan (RMP).
Per Section 6.1 of the RMP, a summary of the meeting, including the meeting agenda, discussion
points, Forest Service comments, and any agreements reached, must be filed with FERC within 60
days. The Annual Recreation Meeting was held on March 31, 2026. The meeting summary and
agenda are provided in (Enclosure 1).

1.Annual O&M Plan for Project Recreation Facilities
The Draft 2026 Operating Plan was transmitted to the Forest Service on February 20, 2026. Forest Service staff are
currently reviewing the draft plan. Forest Service commented that the opening dates in Table 2 of the draft plan
appeared to be after Memorial Day. PG&E confirmed that the proposed opening date should have been the week
before Memorial Day (05/22 rather than 05/29).
Action Items
PG&E will correct the proposed opening dates in Table 2 of the Draft 2026 Operating Plan. Forest Service staff will
complete review of Draft 2026 Operating Plan and provide feedback/suggestions. PG&E will make applicable
revisions and PG&E’s authorized representative will sign the 2026 plan. PG&E will transmit the signed plan to the
Forest Service for signature by Forest Service authorized representative.
Update: PG&E provided the Forest Service with a revised version of the 2026 Operating Plan signed by PG&E’s
authorized representative on May 14, 2026. The revised plan incorporated the Forest Service edits/comments
2.Status of Recreation Projects from the Previous Year
The Grizzly Forebay Recreation Area Restroom Replacement project was largely completed in 2025. The remaining
work at Grizzly Forebay is the installation of signage as prescribed in the RMP. PG&E has been developing the signage
in coordination with the Forest Service.
Action Items
PG&E will continue to coordinate with the Forest Service and develop signage. Once the design is finalized, PG&E
will have it fabricated and installed at Grizzly Forebay.
3.Recreation Facilities Scheduled for Construction or Reconstruction
Major reconstruction projects and water system replacements are currently scheduled at Mill Creek and Sandy Point in
2026 and Hutchins in 2027. Per RMP Section 3.1.4.3, PG&E transmitted a requested schedule update to the Forest
Service in March 2026. The request would shift the Mill Creek and Sandy Point projects to 2027 and the Hutchins
project to 2028. Forest Service staff are reviewing the requested schedule update currently. Once approved, the
consultation record and updated schedule would be transmitted to FERC.
Action Items
Forest Service will continue their review of the proposed schedule update and respond to PG&E’s request. If
concurrence is received, PG&E will transmit the record of consultation and the updated schedule to FERC.
Update: The Forest Service approved PG&E’s schedule update request on April 1, 2026. A record of the
consultation and updated schedule were filed with FERC in a letter dated April 8, 2026

4. Scope and Schedule for Addressing Existing or Emergent Heavy Maintenance Needs
The Forest Service asked why AL&L uses their generator to run the shower and restroom building at Sandy Point.
PG&E pointed out that many of the reported improvements (including a large propane generator, solar panels, and
batteries) were absent when PG&E and AL&L inherited the facility. AL&L staff was able to get three of the four showers
functioning at Sandy Point. PG&E’s Project Management and O&M groups plan on visiting the facility while AL&L is
dewinterizing and opening the water system. The hope is that minor/short term repairs can be implemented since the
water system replacement project is a couple years away. Similar interim repairs are hoped for at Mill Creek (bad water
tests) and Hutchins (leaking tanks) pending those reconstruction projects.
Action Items
PG&E Project Management, Project Engineering, and O&M representatives will visit Mill Creek, Sandy Point, and
Hutchins during 2026 facility openings. If possible, interim repairs will be made to water systems and shower to
return functionality while the reconstruction projects are pending.
5. Replacement of Interpretive Displays
There are no interpretive displays needing replacement and no interpretive displays are scheduled for installation in
2026.

6. Accessibility Issues and Compliance
A concrete path in Mill Creek Campground was being impacted by tree roots. O&M crews were able to make a series of
concrete and asphalt repairs to improve the path of travel and minimize tripping hazards. The entire campground is
scheduled for reconstruction per the RMP.

7. Monitoring Plans and Schedule
The monitoring program is intended collect data to (1) provide annual Project campground occupancy to the Forest
Service and (2) report monitoring results every 6 years in a Report on Recreation Resources. AL&L continues to
conduct occupancy counts as outlined in the RMP. The Forest Service staff verified that they would like to continue
receiving the occupancy data collected annually. National Visitor Use Monitoring (NVUM) data were collected by the
Plumas National Forest from October 2024 through September 2025. The final, Q4 survey data were provided to the
Forest Service in 2025. NVUM surveys will not be required in 2026.
Action Items
PG&E will continue to provide occupancy data collected the previous season to Forest Service.
Update: Annual campground occupancy data provided to the Forest Service via email on 5/19/2026.
8. Available Recreation Use Data
N/A. RMP: “If the Forest Service is operating any Project recreation facilities, Licensees may request any available
recreational use data, from the Forest Service, from the previous year for the facilities listed in this Plan.” Forest Service
did not operate any Project facilities in 2025. Available recreation use data from the Licensee is discussed in #7 above.
