Re:Thirteenth Part 12D Pre-Inspection Preparation Reports
Dear Moseley:
This is in response to a letter dated May 8,2026 from Ms. Kristen McKillop that
submitted the Pre-Inspection Preparation Reports (PIPRs) for the Thirteenth Part 12D Reports
for the Miners Ranch, Little Grass Valley, and Sly Creek Developments, FERC No. 2088.
Although most of the PIPRs are generally acceptable and we are not requiring the resubmittal
of any of the PIPRs, we have following comment regarding the PIPR for the Sly Creek
Development:
For Sly Creek, sections 4.2.2.1 and 4.2.2.2, regarding the assessment of instrumentation
data at the piezometers and seepage weir, were minimally acceptable for the PIPR but
would not be acceptable for the final Periodic Inspection Report (PIR). The assessment
of these main instruments for the development was general with almost no reference to
the actual data, or discussion on whether data assessment was required. Little or no
specific evidence was provided for the conclusions reached. Chapter 16 of our
guidelines, Section 16-5.3.2 notes that the review of instrumentation data “is a critical
component of the PI and is equally important as the field inspection.”The conclusions
for these instruments should be more thoroughly explained and supported with specific
data and figures as appropriate in the final PIR. As a point of comparison, we note that
the level of detail expected by Chapter 16 for instrumentation assessment in the Miners
Ranch PIPR is equivalent to what should be provided for Sly Creek.
