Box 28209 Oakland, CA 94604 May 13, 2026 Via Electronic Submittal (E-File) Debbie-Anne Reese, Secretary Federal Energy Regulatory Commission 888 First Street, NE Washington, DC 20426 RE: DeSabla-Centerville Hydroelectric Project, FERC No. 803-CA Philbrook Dam, NATDAM No. CA00345 Weir Modification Project – Exhibit Update Dear Secretary Reese: This letter provides notification that Pacific Gas and Electric Company (PG&E) has reviewed the Philbrook Dam Weir 44A Wing Wall Installation, Final Construction Report dated April 10, 2026, and has determined that no revisions are necessary to Exhibits A, F, and G. On October 22, 2021, FERC informed PG&E that within 90 days of facility completion, PG&E must submit revised exhibits for Commission approval to accurately depict the project facilities as built. Alternatively, if the previously approved exhibits sufficiently reflect the as-built facilities and require no modifications, PG&E is required to provide a letter confirming this determination. This correspondence fulfills this Commission requirement. This conclusion is based on the provisions outlined in Standard License Article 2 of the DeSabla- Centerville operating license, which permits the licensee to make minor alterations or departures from approved exhibits provided such changes do not constitute substantial modifications. The completed weir modification resulted in an inconsequential change to the project facilities, constructed at a scale not captured by the existing exhibits. Furthermore, the modification did not negatively impact efficiency, increase costs, harm the environment, or affect operations. On November 4, 2025, FERC granted authorization for PG&E to proceed with the project. Construction was finalized on November 24, 2025, and PG&E subsequently submitted an extension of time request for the submission of the Final Construction Report (FCR) in a letter dated February 23, 2026.
