PLEDGE OF ALLEGIANCE II. ROLL CALL – Commissioners Donati, Kennedy, White, Wilson and Chair Nelson. III. ACCEPTANCE OF AGENDA – Commission members and staff may request additions, deletions or changes in the Agenda order. IV. BUSINESS FROM THE FLOOR ON ITEMS NOT ALREADY ON THE AGENDA (Presentations will be limited to five minutes. The Planning Commission is prohibited by State Law from taking action on any item presented if it is not listed on the Agenda). V. PUBLIC HEARINGS AND OTHER MATTERS FOR DISCUSSION – The Chair will call for a presentation of the report of staff. The hearing will then be opened to the public for proponents, opponents, comments, and rebuttals. The hearing will be then be closed to the public and discussion confined to the members of the Planning Commission and staff. The Commission will then make a motion and vote on the item. It is requested that individual public comments be addressed to the Chair and limited to a maximum of 5 minutes so that all interested parties will have an opportunity to address the Commission. Following your presentation, please print your name and address on the speakers sheet so that the record will be accurate. A. 1:00 p.m. – Timed Item, Draft Housing Element Update, Amendments to the Land Use Element, and approval of EIR Addendum Project Planner: Dan Breedon Staff Recommendation: Approve the Planning Commission Resolution recommending that the Board of Supervisors adopt the updated Housing Element, Amendments to the Land Use Element, and related EIR Addendum. ■ BUTTE COUNTY PLANNING COMMISSION ■ AGENDA ■ JUNE 5, 2014 ■ PAGE 2 ■ The Butte County Planning Commission will hold a public hearing regarding the adoption of the Butte County Housing Element, Amendment to the Land Use Element and approval of an EIR Addendum pursuant to the California Environmental Quality Act (CEQA). The Housing Element is part of the Butte County General Plan and is periodically amended in accordance with State law. Proposed General Plan amendments include changes to the Land Use Element of the General Plan pursuant to State law –Infrastructure Needs for Disadvantaged Unincorporated Communities (Government Code Section 65302 (a)). This meeting is open to the public who are encouraged to attend and provide comment. All parties and agencies interested in Housing Policy are encouraged to attend and provide comment. The Planning Commission’s recommendations concerning the adoption of the new Housing Element and amendment of the Land Use Element of the General Plan shall be provided to the Board of Supervisors for consideration for final adoption at a future public hearing. An Addendum to the previously Certified General Plan 2030 Environmental Impact Report (EIR) and Supplemental EIR for the amendment to the Housing Element and Land Use Element has been prepared consistent with the requirements of the California Environmental Quality Act (CEQA). B. Recommendation on Disincentives to Illegal Grading At its May 22, 2014 meeting, the Planning Commission directed staff to investigate potential penalties/disincentives for grading activities conducted in violation of the Butte County Grading Ordinance (Chapter 13, Article 1 of Butte County Code) and to place an item on its agenda for the June 5, 2014 meeting to consider a recommendation to the Board of Supervisors. Staff Recommendation: Receive the report of staff and consider adoption of a recommendation to the Board of Supervisors. VI. GENERAL BUSINESS - This section of the agenda is to be utilized by the Planning Commission and Director of Development Services on items of interest, general discussion, or items for which staff have been directed to do research and bring back to the Commission.
