The Personal Hardship Kennel Administrative Permit requirements (1, 5, 7, and 14) and the corresponding observed violations by Butte County Animal Control are as follows: Requirement 1: A personal hardship kennel may only be approved by the Zoning Administrator due to the death, hardship, illness or military deployment of a family member, necessitating the applicant care for additional dogs. Observation: That you are harboring your daughter’s dog, while she is “away at Butte College”. Requirement 5: All dogs shall be adequately confined to prevent them from running at large. Observation: Butte County Animal Control has received five separate complaints, since the hardship kennel was issued, of your dogs running loose in the neighborhood. The dogs have damaged property, including killing poultry and stealing an item from a neighbor. The dogs harass and bark at pedestrians on Bryden Way. Requirement 7: No breeding or boarding of new dogs is allowed. Observation: Butte County Animal Control has found that you are breeding her two Great Pyrenees and advertising the puppies on facebook. Requirement 14: The applicant shall maintain records of each individual dog including: a. Photo of dog; b. Dog name; c. Dog description; d. Rabies vaccination information; e. Microchip number (if applicable); f. Dog owner’s name and contact information; g. Other distinguishing information. Observation: You have not kept appointments with Butte County Animal Control to photograph and verify microchip and vaccination records for the dogs under the permit. On January 24, 2017, while at your residence at 195 Bryden Way, you refused to go over the records and Butte County Animal Control saw six dogs in your possession at that time, in essence denying inspection of your dog records. You are required to correct the observed violations by April 16, 2017. If the violations are not corrected a public hearing will be schedule before the Butte County Zoning Administrator to consider revocation of Administrative Permit ADM16-0027.
