Dear Mr. Khan:
The mobile home located at your property with the address of 34 Archer Avenue, Gridley, CA
95948 (APN: 024-020-013) is currently in violation of County Code.
The mobile home is a “temporary mobile home” or Aunt Minnie from the previous owners,
Matthew and Deborah Shelgren, with annual payments due to the County. Rent cannot be
charged and the occupants must be limited to a close friend or relative by blood or marriage.
There have been no payments on this Aunt Minnie (project # ADM 01-18) since you have
owned the property (9/22/2011). In fact, County records show that the mobile home is still in
the name of Deborah Shelgren (Assessment No. 910-027-436 as Chattel). Per County Code
Section 24-174 F 3. c. the mobile home may be owned by either the owner of the parcel on
which it is placed, or the person residing therein.
In order for the mobile home to remain on your property you will need to convert it to a
permanent second dwelling OR apply for a new administrative permit, in your name, that would
allow the Aunt Minnie to continue, with annual dues of $86.51 due. The initial permit cost is
$2,717.15, which includes a $2,000 deposit for the doublewide MH. Please refer to the
standards in the enclosed code section, 24-174 F. 3.
In order to convert the mobile home to a permanent second dwelling, you as the owner must
reside on the property in one of the two dwellings. If the existing stick built home (32 Archer
Avenue) is uninhabitable, then a demolition permit must be an issued and finaled from the
Building Division in the Department of Development Services (538-7601), at which time the
Aunt Minnie becomes the primary dwelling onsite through a conversion permit at which time
county wide impact fees will be due.
Please see attached application and view the requirements of the Aunt Minnie temporary
mobile home.
The other option is to remove the Aunt Minnie. Failure to comply with these guidelines will
force the County to remove the Aunt Minnie and store it at your expense.

APPLICATION PACKET CHECKLIST
The applicant should discuss the application requirements with Department of Development Services
staff prior to submitting an application. Please note that acceptance of your application is not an
indication of approval. Application packets with missing components cannot be accepted. Include
this checklist along with your submittal.

1. Complete a Pre-Application Review with the Environmental Health Division and
provide evidence of meeting their requirements for sewage disposal and water
supply in one of the following ways:
A clearance letter from Environmental Health
A Will-Serve Letter from the appropriate utility district
A completed cooperative agreement for annexation into a utility district
2. A completed, signed Project Information Form.
3. A completed, signed Affidavit of Relationship for a Temporary Mobile Home.
4. If the application is signed by an agent for the owner, an agent authorization
form must be submitted along with the application. The application cannot be
accepted unless signed by the owner or authorized agent.
5. Payment of the currently required application fees and/or deposits. Make
checks payable to “Butte County Treasurer”. Public Fee Schedule is available
under “Fees” at: http://www.buttecounty.net/dds/Planning/. Application fees are
non-refundable._____

8. SITE PLAN: Three (3) copies of a site plan, drawn to standard engineering scale (e.g., 1” = 100’). Additional copies of the map shall be made available by the applicant to county departments upon
request. All maps shall be drawn on 81/2" X 11" size sheets. The site plan must include:
a. Name and business address of the applicant or person who prepared the map.
b. The Assessor Parcel Number(s) and the street address.
c. Property lines, lot dimensions and any applicable easements of record or proposed.
d. Dimensioned locations of existing and proposed public and private improvements on the property
(including, but not limited to, buildings, driveways, parking areas, wells, septic tanks, sewer lines, leach fields, utilities, signage, storm drainage systems and lighting ). Label all items shown on the
map. e. Show private road access, if any, and route(s) to a public road.
f. North arrow and scale of drawing.
g. All documents and maps shall be clear and legible.
9. Applicant is responsible for obtaining required permits from the Building Division prior to the
placement of the temporary mobile home. Mobile homes must be HUD approved.
10. Applicant is required to provide a surety bond, cash deposit, or timed certificate of deposit
to ensure the removal of the mobile home at the end of the permitted period. If the
mobile home is removed at the end of the permitted period, the deposit, or surety bond,
shall be returned to the applicant upon verification of the mobile home removal. The
amount of the bond or deposit shall be $1,500 for a single-wide mobile home, or $2,000 for
a double-wide mobile home.

required in order to clarify, correct or otherwise supplement the above submittal information, as
deemed necessary by the Department of Development Services. Please call the Planning Division

AFFIDAVIT OF RELATIONSHIP FOR A TEMPORARY MOBILE HOME
Butte County allows the temporary installation of mobile homes to facilitate the care of a
person who by reason of old age, disease (either mental or physical), infirmity or other cause,
is unable, unassisted, properly to manage and take care of himself or herself or would benefit
from familial assistance, and to allow such person to reside near close relatives who can help
care for himself or herself. The ability to care for such a person in this manner, will not only
result in better care, privacy, dignity and independence, but will also negate in many
situations the necessity for public assistance which many citizens find degrading and
damaging to the pride of the person concerned.
