Dear Mr. William Chance:
On April 12, 2016, the Butte County Zoning Administrator approved your Administrative Permit
application to establish a caretaker’s quarter accessory to commercial mini-storage units on the
property identified as 41 Sandhill Court, Chico, CA. APN: 040-310-086. Enclosed with this notice are two copies of the Administrative Permit with conditions of approval. If you are in agreement
with the conditions of approval, please sign and return both copies of the permit to the Department of Development Services within fifthteen (15) days after receiving this notice. Once the permit has been agreed to and returned to the department, the permit will be signed by the Zoning
Administrator and returned to you.
An Administrative Permit must be exercised within two (2) years after the date of approval, or the
permit will expire and become void. The permitted use will be considered exercised if a building permit is issued and construction has commenced, or if the permittee notifies the department in
writing when the use is established. If the use is exercised within two (2) years, but is later
abandoned for period of one (1) year, the permit will be considered expired and void.
Any decision made by the Zoning Administrator, including the conditions of approval set forth in this
permit, may be appealed in accordance with Butte County Code §24-266. If you are not in agreement with the decision for approval, or the conditions of approval, you must file an appeal in
writing together with the appeal fee of $400.00 to the Department of Development Services within
ten (10) days after receiving this notice.

ADMINISTRATIVE PERMIT for CARETAKER’S QUARTER

PURPOSE: Administrative Permit for Bill and Kathy Chance on APN 040-310-086 for a caretaker’s quarter accessory to commercial mini-storage units located at 41 Sandhill Court, Chico, CA 95928.
PERMIT REQUIREMENTS: Approval for a 1,184 square foot caretaker’s quarter accessory to an
existing commercial mini-storage facility in the General Industrial (GI) zone. The unit would provide permanent residency on the property for around-the-clock security and maintenance, subject to the following
requirements:
1. The applicant shall construct and operate the project in strict compliance with the approvals granted
herein, County standards, local ordinances, and in compliance with all State and Federal laws, regulations,
and standards. In the event of a conflict between County laws and standards and a State or Federal law,
regulation, or standard, the stricter or higher standard shall control.
2. The applicant shall obtain all necessary building permits from the Butte County Building Division for all proposed structures to be constructed at the project site. The applicant shall submit building plans and specifications prepared by a California registered design professional (engineer or architect) demonstrating compliance with the current California Building Code requirements.
3. The caretaker shall be employed by the commercial business for the purpose of care and protection of on-site facilities.
4. A minimum of one off-street parking space shall be provided for the caretaker unit.
5. The caretaker unit shall not be separately rented, let, or leased to other than the caretaker, whether
compensation be direct or indirect.
6. The unit must meet the requirements of the Butte County Environmental Health Department for domestic
water supply and sewage disposal. The granting of this permit does not remove the requirement of
obtaining the appropriate permits from other Divisions, Departments, or Districts.
7. As provided by Butte County Code §24-243, the effective date of this Administrative Permit shall be ten days following the action of the Zoning Administrator, unless appealed or called up for review. Permits or other approvals may be issued only upon or following the effective date, provided no appeal has been filed.
8. This approval shall expire and become void if not exercised within two years from the date of approval, except where an extension of time is approved as provided in Butte County Code §24-247.
9. The terms and conditions of this Permit shall run with the land and shall be binding upon and be to the benefit of the heirs, legal representatives, successors, and assigns of the Permittee, provided the use has not been abandoned.
10. This Permit may be revoked, or the conditions of approval modified, as provided in Butte County Code
§24-251.
11. Minor changes as provided by BCC Chapter 24, Article 34, Section 246 (c), may be approved
administratively by the Zoning Administrator upon receipt of a substantiated written request by the applicant, or their respective designee. Prior to such approval, verification shall be made by each Department or Division that the modification is consistent with the application, fees paid, and
environmental determination as conditionally approved. Changes deemed to be major or significant in
nature shall require a formal application for amendment.
I hereby declare under penalty of perjury that I have read the foregoing conditions that they are in fact the
conditions which were imposed upon the granting of this Permit, and that I agree to abide fully by said conditions.
