The permit documents have been reviewed and comments are listed below. Please respond in writing to each comment. Complete and clear responses will expedite the re-check and approval of this project. Please provide two revised plan sets with your response. NON-STRUCTURAL COMMENTS: 1. Please provide a complete Scope of Work on the cover sheet of the plans. PC2: Completed 2. A Deed Restriction and Limited Use Facility may be required to be recorded to limit the use of this area. The plans and lack of a scope of work indicate that a Deed Restriction will be required. This area may not be used for habitable space until building permits are obtained to change the occupancy. The deed restriction will state this area (as determined by the description in the scope of work) shall not be used for living, sleeping, or eating and may not be heated or cooled. This deed restriction will be prepared by Butte County and shall be signed, notarized, and recorded by the property owner. Please provide a copy of the vesting grant deed for the property so we may prepare the deed restriction. PC2: Response indicates the addition will not be built so this comment is not required. 3. Please specify erosion control measures on the site plan. See attached erosion control handout. PC2: Completed. 4. Provide a floor plan for the dwelling to verify exiting and egress from dwelling. Please provide verification that exiting does not travel through intervening rooms. PC2: Completed. 5. Provide dimensions for all sections of deck on deck plans. PC2: Please show dimensions between footings on the foundation plan. 6. PC2: Completed. 7. Please provide landing and stairs at exterior door at rear of addition. PC2: Please clarify locations types of stair landings. 8. Please specify if addition will be heated or cooled. Provide California Energy Commission Certificate of Compliance for small additions. Please specify the location of an attic access opening for attic areas having a clear height over 30” and provide a 22” x 30” minimum size opening in accordance with 2013 CRC Section R807.1 and 2013 CMC Section 904.10. Please specify the ground immediately adjacent to the foundation shall be sloped away from the building at a slope of not less than 6-inches within the first 10-feet (5% slope). 2013 CRC Section R401.3. Alterations that increase the seismic force in any existing structural element by more than 10 percent cumulative since the original construction or decrease the seismic or wind design strength of any existing structural element by more than 10 percent cumulative since the original construction shall be addressed by the applicable provisions of the California Residential Code or shall be addressed in accordance with accepted engineering practice under the provisions of the California Building Code. Provide wall bracing under the prescriptive requirements as necessary or provide a lateral analysis for the structure by a registered design professional. Show required upgrades to the lateral force resisting system on the plans. (CRC R301.1) PC2: Please connect the new deck to the existing house with the DTT2Z deck ties specified in detail 7/A4 at each corner of the deck. (3 or 4 locations minimum are required for this deck.) Please also specify attachments of the knee braces to the deck posts and girders. 3. The hole in the plate washer is permitted to be diagonally slotted with a width of up to 3/16 inch larger than the bolt diameter and a slot length not to exceed 1 ¾ inches, provided a standard cut washer is placed between the plate washer and the nut. 2013 CRC 602.11.1. Please specify the minimum depth of footings shall be 12 inches below undisturbed soil per 2013 CRC R403.1.4. PC2: Completed. 18. Please provide ceiling joist and rafter connections in accordance with CRC 802.3.1 or provide engineering analysis of these connections. PC2: Please note hangers shall be corrosion resistant, suitable for outdoor use, and contact with treated lumber in accordance with CRC R317.3. 21.
