ROADWAY /DRIVEWAY STANDARDS
127.1.01.Rofld Width
All roads shall be consinicted to provide a minimum of two nine-fool traffic lanes providing
two-way traffic (low,unless other standards are provided in this article, or additional
requirements are mandated by localJurisdictions or local subdivision requirements.
Roadways can serve more than one parcel.
1272.10 Driveways
(a) All new driveway construction or an extension of an existing driveway shall comply with
Public Resources C^e 4290 roadway requirements.Driveways canonly serve a single
parcel.
(b)All drivewaysshallprovidea minimum 10fool trafdc lane and unobstructed venical
clearance of 15 feet along ita entire lengtli-
(c) Drivewaysexceeding ISO feet in length,but less than 800 feet in length,shall provide a
lurtioul near the midpoint of the driveway. Where the driveway exceeds 800 feet,turnouts
shall be provided no more than 400 feet apart.
(d)A turnaround shall be provided to all building sites on driveways over 200 feet in length.

1273.02 •Roadway •Driveway Surfaces
The surface shall provide unobstniclcd access to conventional drive vehicles,including
sedans and (ireengines. Surfaces should be established in conformance with local ordinances,
and be capable of supporting a 40,000 pound load.4" of class 2 aggregate base shall be

1273,0.1 O Roadway • Driveway Grades
The grade for all drivcway.sshall not c.xcccd 15%without being paved.Grades over )5%
shall have4" of class 2 aggregate base and 2" of asphalt concrete.No driveways allowed in
excess of 20%.
1273.04 •Roadway •Driveway Radius
(a) No roadway shall have a horizontal inside radius of curvature of less than SOfeeland
additional surface width of 4 feet shall be added to curves of SO-lOO feet radius;2 feel to
those from 100-200 feet.
(b) The length of vertical curves in roadways, exclusive of gutters,ditches,and drainage
structures designed to hold or divert water, shall be not less than 100feet.
1273.0S n Roadway •Driveway Turnarounds
Turnaroundsarerequiredondrivewaysanddead-endroadsas specifiedinthisarticle.The
minimum turning radius for a turnaround shall be40 feel from the center lineof the road. If a
hammerhcad-T is used,thetopofthe"T" shallbea minimumof60 feetin length.
1273.06 •Roadway • Driveway Turnouts
Turnouts shall be a minimum of 10 feet wide and 30 feel long with a minimum 25 foot taper
on each end.
1273.07• Roadway • Driveway Structures
(a) All driveway,road,street,and private lane roadwaystructures (Bridges,culverts,and
other appurtenant structures which supplement the roadway bed or shoulders) shall be
constructed to carry at least the maximum load and provide the minimum vertical clearance as
required by Vehicle Code Sections 35550,.15750and 35250. All bridges shall be certified
by a registered Civil Engineer.
(b) Appropriatesigning, including but not limitedto weight or venical clearance limitations,
one-way road or single lane conditions,shall reflect the capability of cadi bridge.
(c) A bridge with only one trafTic lane may be authorized by the localJurisdiction;however,it
shall provide for unobstructed visibility from one end to the other and lumouls at both ends.
127.1.08.One-Way Roads
All one-way roads shall be constructed to provide a minimum of one l()-fool trafllc lane,flic
localjurisdiction may approve one-way roads. All one-way roads shall connect to a two lane
roadway at boiii ends,and shall provide access to an area currently zoned for no more than 10
dwelling units. In no case shall it exceed 2640 feet in length. A turnout shall be placed and
constructed at approximately the midpoint of each one-way road.
1273.09.Dead-End Roads
(a) The maximum length of a dead-end road,including all dead-end roads accessed from the
dead-end road, shall nol exceed the following cumulative lengths,regardless of the numbers
of parcels served;
800 feet
1.320 feel
2.64(1 feel
5.280 feel
All lengths shall be measured from the edge of theroadway surface at the intersection that
begins the road to the end of the road surface at the intersection that begins ihe road to ihe end
oftheroadsurfaceat its farthestpoint.Wherea dead-endroadcrossesareasof differing
zoned parcel sizes,requiring different length limits, the shortest allowable length shall apply._
parcels zoned for less than one acre
parcels zoned for I to 4.99 acres
parcels zoned for 5 to 19.99 acres
parcels zoned for 20 acres or larger
(b)Where parcels are zoned 5 acres or larger,turnarounds shall be provided at a maximum of
1320 fool intervals.
(c) Each dead-end road shall have a tuniaround conslrucled al Its lerminus.
1273.11 •Roadway • Driveway Gate Entrance
(a) Gate entrances shall be ai least two feet wider on both ends then the width of the trafTic
lanefs)serving that gate,
(b) All gates providing access from a road to a driveway shall be located at least 30 feet from
theroadwayandshallopentoallowavehicle t£Stop withoutobstructingtrafficon thatroad.
(c) Where a one-way road with a single traffic lane provides access to a g,ited entrance;a 40
fool turning radius shall be used.
STREET &ROAD SIGNS
1274.01.Size of Letters,Numbers and Symbols for Street and Roads Signs
Size of letters,numbers,and symbols for street and road signs shall be a minimum 3 inch
letter heigiil,3/8 inch stroke,refleclorized,contrasting with ilie background color of the sign.
1274.02.Visibility and Legibility of Street and Road Signs
Street and road signs shall be visible and legible from both directions of vehicle travel for a
distance of at least 100 feet,fleighl of street and road signs shall be uniform county wide,and
meet the visibility and Icgihililystandards of thisarticle. _
1274.03.Height of Street and Road Signs
Height of street and road signs .shall be Uniform County wide,and meet the visibility and
legibility standards of this article. AH street signs installed will be in accordance with
standards S-12 andS-I3 (BCIS 13.03-6).
1274.05.Intersecting Roads,Streets and Private Lanes
Signs required by this article identifying intersecting road.s.streets and private lanes shall be
placed al the intersection of those roads,streets,aniEor private lanes.
1274.06.Signs Identifying Traffic Access limitations
A sign identifying traffic access or flow limitations, including but not limited to weight or
vertical clearance limitations, dead-end road,one-way road or single laneconditions, shall be
placed:
(a) at the intersection preceding the traffic access limitation,and
(b) no more than 100 feet before such traffic access limitation.
1274.07.Installation of Road,Street and Private Lane Signs
Road,street and private lane signs required by this article shall be installed prior to final
acceptancebythelocaljurisdictionof road improvements.
74.08.Addresses for Buildings
All buildings shall be issued an address by the local jurisdiction which confonns to that
urisdjclion's overall address system.Acces.sory buildings will nol be required to have a
icgjrate address;however,each dwelling unit within a building shall be separately identified,

704A.I Roofing
704A.1.1 General.Roofs shall comply with the requirementsof Chapter 7A and Chapter 15.
Roofs shall have a roofing assembly installed in accordance with its listing and the
manufacturer's installation instructions.
704A.1.2 Roofcoverings. Wheretheroofprofileallowsa spacebetweenthe roofcovcring
and roof decking,the spaces shall be constructed to prevent the intrusion of (lames and

704A.1.SRoof gutters. Roofguttersshallbe providedwith the meansto preventthe
accumulation of leaves and debris inthe gutter.
704.A.2 Attic Ventilation.
704.A.2.1 General.Whenrequired by Chapter 15.roof and attic vents shall resist the
intrusion of flame and embers into Iheattic area of the structure,or shall be protected by
corrosion-resistant,iioticoinbusiible wire mesh with 'A-inch (6 mm)openings or its
equivalent.
7D4A2.2 Eavc or cornice vents.Vents shall not be installed in eaves and cornices.
Exception: Eavcandcorniceventsmaybe usedprovidedihcy resistthe intrusionof flame
and burning cmbi^sjnto the attic area of the structure^
704A.2..i F.ave protection.Eaves andsoffits shall meet Iherequirements ofSFM I2-7A-3 or
shallbe protectedby ignition-resistant materialsor noncoinbustible construction on the
exposed underside.
704A.3 Exterior Walls.
704A.3.1 General.Exteriorwallsshallbe approved noncombustibic or ignition-resistant
material,heavy timber,or logwall construction or shallprovideprotection fh)m theintrusion
of flames and embers in acccirdiuiee with standard .SFM I2-7A-1.
704A..1.1.1 Exterior wail coverings.Exterior wall coverings shallextendfrom thelopofthe
foundation to the roof, and icrmmale at 2-Inch (50.8 mm) nominal solid wood blocking
between rafiers at all roof overhangs,or in the case of enclosed eaves,terminate ai the
enclosure.
704A.3.2 F.xterlnrwall openings. Exteriorwall openings shallbe inaccordancewith(his
sectiun.
704AJ.2.1 Exterior wall vents.I'nicss otherwise prohibited by other provisionsof this code,
ventopeningsinexteriorwallsshallresisttheintrusionof flameandembersintothe strucluie
or vents shall be screened with a corrosion-resistant,noncombustibic wire mesh with 14-inch
(6mm)openings or its equivalent.
7D4AJ.2.2 Exterior glazing and windowwalls. Exteriorwindows,windowwalls,glazed
doors, and gla/cd openings within exterior doors shall be iiisulatiiig-glass units with a
minimum of one tempered pane, or glass block units, or have a fire-resistancerating of not
lessthan20 minutes,whentestedaccordingtoASTME 2010,or conformtothe performance
requirements of SFM 12-7A-2. _
704A.3.2-1 Exterior door assemblies.Exterior door assemblies shall confonn to the
performance requirements of standard SFM 12-7A-I or shall be of approved noncornbustible
construction, or solid core wood having stiles and rails not less than I 3/8 inches thickwith
interior field panel thickness no less than 1 '/inches thick, or shall have a fire-resistance
rating of nol less than 20 minutes when tested according to ASTM E 2074.
Exception:Noncornbustible or exterior fire-retardant treated wood vehicle access doors are
mil required tocomplywiththischapter.
704A.4.I Decking.
704A.4.I.]Decking surfaces.Decking,surfaces,stair treads,risers, and landings ofdecks,
porches, and balconies where any portion of such surface is within 10 feet (3048 mm) of the
primary structure shall comply with one of the following methods:
1)Shall he constructed of ignition-resistant materials and pass the performance requirements
ofSFM 12-7A-4,1'arts A and B.
2) Shall be conslrucled with heavy timber,exterior fire-relardant-trcaledwood or approved
noncornbustible materials.
3) Shall pass the performance requirements of SFM 12-7A-4,Part A, 12-7A-4.7.5.I only with
a net peak heal release rate of 25kW/sq-n for a 40 minute observation period and:
a) Deckingsurfacematerialshallpasstheacceleratedweatheringlest andbe identifiedas
exterior type, in accordance with ASTM E 84 and; the exterior wall covering to which it the
deck is attached and within 10 (3048mm) feel of the deck shall be constructed of approved
noncornbustible or ignition resistant material.
Exception:Wallsarc not required tocomply with this subsection if the dcclcingsurface
material conforms to ASTM E-84 Class B flame spread.

704A.4.2.I Underside of appcnitages and floor projections.The underside of cantilevered
and overhanging appendages and Doorprojections shall mainiain Ihe ignition-resistant
integrity of exterior walls,or the projection shall he enclosed to the grade-

enclosed to the grade with exterior walls in accordance with .Section 704A.3
Exception:The complete enclosure of under floor areas may be omitted where the underside
nf all exposed floors,exposed .structural columns, beams and supporting walls are protected
as required with exterior ignition-resistant material construction or be heavy limber.
