AT&T RESTRICTED CONFIDENTIAL AND PRIVILEGED ATTORNEY CLIENT COMMUNICATION Rev.0 05-23-17 Page 4 •We reached out to CalFire in an attempt to collocate on the nearby fire tower within the U.S. Forest property but they did not wish to allow collocation at that facility. We considered a new build on the surrounding U.S. Forest land but attempts to construct cell towers on U.S. Forest land has, in past experiences, proven difficult and time intensive. •The primary site (Forbestown-Sunset Hill) was our most viable property owner within our interest area and therefore was selected as the primary site location. CalFire stated that they were not interested in our proposal to collocate on their fire tower. New build on U.S. Forest land •In past projects in other areas of the state where we have attempted the installment of cell towers on property owned by the U.S. Forest Service our projects have experienced significant delays and only moderate success. Therefore, we considered this property less adequate for a possible new build site than the timber property. Alternatives AT&T RESTRICTED CONFIDENTIAL AND PRIVILEGED ATTORNEY CLIENT COMMUNICATION Rev.0 05-23-17 Page 8 CalFire Tower Image Conclusion Based on AT&T’s analysis of alternative sites, our engineering staff has confirmed that the Primary site location at Lower Forbestown Road, Forbestown, CA 95941 remains the most appropriate site for new build construction in this area. The tool has several GIS layers as inputs such as ground clutter data and average ground elevation height. The tool also knows about our antennas that we use for the cell sites and the transmit powers and everything in the link budget. This tool simulates what a customer will receive as a signal power. This tool is used to compare future site choices so that the optimal coverage can be attained. •Google Earth Pro A powerful GIS tool which is used to overlay the ATOLL prediction and drive test data. With this data and the topography models in this program, further analysis of data and graphic displays of coverage areas can be generated for reference.
