Tim included a review of the Parcel Lookup function. Tom Fossum, Deputy Director, Public Works, added that the Public Works GIS lookup includes road information and benchmark data. A suggestion was made to include a direct link on the County homepage to the various Boards and Commissions in the County and include commissioner contact information. 2) Draft Agriculture Mitigation Ordinance – The Board of Supervisors will conduct a workshop discussion on the Draft Agriculture Mitigation Ordinance (AMO) on March 25. This draft ordinance outlines the requirements for conservation of agricultural lands for the conversion of land designated Agriculture in General Plan 2030. Dan Breedon, Principal Planner discussed the issues presented to the Board Workshop on March 25. Tim Snellings indicated that there were a lot of different perspectives on various issues at the meeting. The Board directed staff to return with more information. Staff will likely return in the summer. 3) Housing Element Update – The Board of Supervisors will receive the Planning Commission recommendation on the Housing Element Update on March 25. The recommendation is to direct staff to transmit the Draft Housing Element’s Housing Needs Assessment and Draft Housing Policy Document to the California State Department of Housing and Community Development for a 60‐day review period. Dan Breedon, Principal Planner briefed the group on the Board of Supervisors’ direction to submit the documents to the State Department of Housing and Community Development. This will begin their 60-day review period as part of the standard review cycle of the Butte County Housing Element. Dan mentioned that the General Plan 2030 Housing Element is a required to be certified by the State in order to qualify for state grant/funding programs. Staff is targeting June for presentation to the Board of adoption. Butte County DDS Users’ Group ■ Meeting Notes ■ March 26, 2014 ■ Page 2 of 2 4) Draft Grading Ordinance Amendments – Overview of the current draft amendments to the County Grading Ordinance, Butte County Code Chapter 13. This draft will be presented to the Board of Supervisors on March 25, 2014. Tom Fossum, Deputy Director, Public Works briefed the group on the Board of Supervisors’ action on March 25. The Board waived the first reading of the ordinance and will schedule the item on April 8 for approval. Tom outlined some of the main changes in the ordinance as previously discussed with the Users’ Group. Staff will be working on a new application package. Tom also mentioned a couple of other non-grading permit work items. Staff will be working on changes to Chapter 26 to include improved rationale for triggering frontage improvements and when not to at the time of building permit. Staff will bring back the list of Chapter 20 (Subdivisions) and improvement standards draft amendments that were previously discussed with the Users’ Group for additional review in the near future. 5) Floodplain Administration – Briefing on the County staff review of State Central Valley Flood Protection Plan regional planning effort. Tom Fossum, Deputy Director, Public Works, mentioned that there is a recent article from the Army Corps of Engineers on vegetation management on levees. There will be a presentation to the Central Valley Flood Protection Board on Friday, March 28 that will be viewable on the web. The administrative draft Mid & Upper Sacramento River Regional Flood Management Plan should be available in a few weeks. 6) Other Items from the floor – Introduction of other issues/ideas for future agenda items. Nancy Springer, Building Manager, mentioned the Building Stakeholder meeting is March 27 from 3-5 pm at 202 Mira Loma, Tahoe Room. A training schedule for the new codes will be discussed. May is Building and Safety Month. Staff ideas for activities during May include proposing an amnesty for penalty fees, a senior scammer program, drought disaster awareness. She also mentioned the Eyes-on-Site program to report illegal contractor work. Permit activity is increasing with a mix of permit types. She also mentioned that the City of Oroville has a new Building Official – Gary Laymen. John Scott mentioned that he is still working on some ideas for a code change to the cluster development provisions in the County Zoning Ordinance. Woody Elliot asked for an update on Exploratory Wells at the next meeting. He also asked about enforcement coordination on the medical marijuana ordinance. There was general discussion of the group regarding this issue. Tom Fossum, Deputy Director, Public Works mentioned that there may be changes coming on flood insurance rates and requirements. Jennifer Macarthy, Economic and Community Development Manager mentioned that Oroville and Chico Chambers of Commerce will help with training events. Kate Leyden, Executive Director, Valley Contractors Exchange mentioned that there will be Gray Water Training for Plumbing Contractors and B License Contractors on April 11. 7) Adjourn – the meeting adjourned at 5 pm.
