This is written to document our discussions and findings concerning the parcel referenced above.
A. The parcel has an old barn and an existing septic system comprised of a concrete tank and
small drainfield. The septic tank has been inspected and been determined to be leaky. The
concrete is weathered with exposed aggregate. The drainfield has been inspected and load
tested with water. It consists of a drainline approximately 60 feet long. The end of the
drainline is approximately 4 feet deep and utilizes a gravelless chamber, indicating the
drainfield has been modified in the past without a permit. The soil in which the drainline is
installed has been observed to be compacted clay.
B. What you would like to do is install a toilet in the barn and connect the toilet to the existing
septic system. You also indicated that you would like to park an RV in the barn on occasion
and connect the RV’s waste line to the existing system. You have been informed that there
are zoning restrictions that might apply to the parcel and prevent you from this plan, but you
are requesting a determination from Environmental Health whether our office would issue a
“clearance” for the building permit for the toilet, provided zoning and other county
requirements are met.
C. In answer to this specific inquiry, this office would provide “clearance” for the building permit
allowing a toilet to be installed in the barn and connected to the existing septic system
provided:
1. Our office receives a complete Onsite Wastewater System Construction Permit
application to replace the existing septic tank with a new 1,500 gallon leak-tested septic
tank, as required by our Onsite Wastewater Systems Ordinance (BCC Chapter 19), and
2. The property owner signs a document prepared by Environmental Health that
acknowledges the following:
a. The drainfield is marginal due to its size and depth, and the poorly drained soil into
which it is installed

b. The existing system is approved only for the intermittent, low flow use of a toilet in
the barn and occasional discharge of wastewater from a recreational vehicle.
c. No approval for further development of the parcel resulting in generation of
additional wastewater will be given unless the wastewater system is replaced by one
that meets current standards applying to new development. This would include use
of a Certified Designer for completion of a Site Evaluation and design of a system that
could include the use of supplemental treatment.
d. In the event the existing system fails, either the toilet will need to be removed from
the barn and use of the septic system discontinued, or the system will need to be
replaced by one that meets current standards as described in “c,” above.
D. Our office will provide a “release” for finalization of the building permit after the replacement
septic tank has been installed by a Certified Installer and inspected by our staff.
