PROJECT NAME: Tentative Parcel Map 06-0035 (Kelso)
AP: 040-200-090 PLANNING FILE NUMBER: TPM06-0035
The applicant for TPM 06-0035 has requested minor modifications to Condition of Approval (COA) #7 of the
Conditions of Approval (COA’s) the approved tentative parcel map (See attached letter dated 10-12-15). The
request is in reliance of Section II Notation of the COA’s which reads as follows:
Minor Changes may be approved administratively by the Directors of Development Services,
Environmental Health, or Public Works upon receipt of a substantiated written request by the applicant,
or their representative designee. Prior to such approval, verification shall be made by each Department
or division that the modification is consistent with the application, fees paid and environmental
determination as conditionally approved. Changes deemed to be major or significant in nature shall
require a formal application for amendment.
The request is to modify Condition of Approval #7 would be worded as follows:
7. Prior to recordation of the Parcel Map, submit road and drainage improvement plans for the installation
and construction of the street frontage improvements as follows:
a. Construct street frontage improvements on Midway 30.5 feet from centerline to face of curb which
consists of the following:
i. Grind 1.5” from centerline of road to 17.5 feet and overlay
ii. Construct full roadway section in conformance with a modified RS-2A County
Improvement Standard from sawcut line (approximate fog line) to proposed curb and
gutter. 5 foot wide sidewalk with back of walk at the new right of way line.
b. Construct street frontage improvements on Durham-Dayton Hwy. 20 feet from centerline to face
of curb which consists of the following:
i. Grind 1.5” from centerline of road to edge of existing pavement and overlay

ii. Construct full roadway section in conformance with a modified RS-2A County
Improvement Standard from sawcut line (approximate fog line) to proposed curb and
gutter. 5 foot wide sidewalk with back of walk at the new right of way line.
Public works has reviewed the Tentative Map approval and have found inconsistencies’ both internally in COA
#7 and the approved Tentative Map. Therefore Public Works has determined that the requested minor
modification is consistent with the original intent of the COA’s and the modification makes COA#7 consistent.
Therefore Public Work concurs with the requested Minor Modification and proposes the modified language
stated above.
Please review this request and either verify below that the minor modification is consistent with the application,
fees and mitigations, as reviewed and approved by your Department / Division or determine the request is not
consistent requiring a Planning Commission hearing to act on the proposed change.
Comments from this Division: Public Works is in concurrence with the request and is seeking input from
Planning and Environmental Health.
Comments from responding Division: Development Services has reviewed the request for minor
modification and the changes are consistent with the intent of Condition No. 7 and Notation "A" in the
approved Conditions of Approval.
