Extension of Hours for Vulcan Materials Company at the Table Mountain Quarry -Vulcan
Materials Company has submitted a request for a temporary extension of hours related to
truck loading and hauling at the Table Mountain Quarry in order to provide aggregate
materials during the construction of the State Route 191 Curve Straightening Project. The
Table Mountain Quarry is subject to the requirements of Condition No. 1 of Mining Permit
MINl0-0001 (Amendment to Mining Permit 04-01 Condition 7 and Use Permit 96-02
Condition 11) which specifies that, "Plant production, maintenance and road hauling shall be
limited to 5:00 a.m. to 9:00 p.m.; onsite rail car loading may be done on demand." Condition
No. 1 of MRPl0-0001 also provides that, "Upon Board of Supervisors' approval, the hours of
operation may be modified in the event of an emergency or natural disaster, or when the
public health, safety and welfare require the products of the operation." The State Route
191 Curve Straightening Project is currently underway and is intended to improve safety by
modifying the horizontal and vertical curves on this segment of the route. The project will
update the roadway to current CalTrans standards by increasing the curve radii, widening
the shoulders to 8 feet, and improving the vertical profile grade. In addition, the project will
remove obstacles and flatten slopes close to the traveled way. Vulcan Materials Company
projects that the project will start on May 1, 2017 and require aggregate loading and hauling
from the quarry site on a 24-hour basis for a period of 4-6 weeks. A total of 170,000 tons of
aggregate will be supplied with approximately 200 -250 truck trips per night from the quarry
to the State Route 191 project site.
1) Found that public health, safety and welfare require the supply of aggregate materials
from the table mountain quarry on a 24-hour basis in order to serve the state route 191
curve straightening project; and,
2) Approved the request to temporarily extend the hours of the table mountain quarry for
truck loading and hauling to 24 hours a day to serve the State Route 191 Curve
Straightening Project from May 1, 2017 through June 19, 2017, subject to conditions.

CONDITIONS
Table Mountain Quarry Temporary Extension of Hours for the State Route 191 Curve
Straightening Project File # M1SC17-0008: A request by Vulcan Materials Company to
temporarily extend the hours related to truck loading and hauling at the Table Mountain Quarry
to provide aggregate materials during the construction of the State Route 191 Curve
Straightening Project. The Table Mountain Quarry is subject to the requirements of Condition
No. 1 of Mining Permit MIN10-0001 (Amendment to Mining Permit MIN 04-0'1 Condition 7 and
Use Permit UP 96-02 Condition 11) which specifies that, "Plant production, maintenance and
road hauling shall be limited to 5:00 a.m. to 9:00 p.m.; onsite rail car loading may be done on
demand." Condition No. 1 of MRP10-0001 also provides that, "Upon Board of Supervisors'
approval, the hours of operation may be modified in the event of an emergency or natural
disaster, or when the public health, safety and welfare require the products of the operation."
Vulcan Materials Company requesting is to extend the hours allowing truck loading and hauling
on a 24-hour basis from May 1, 2017 through June 19, 2017.
CONDITIONS OF APPROVAL:
1. Truck traffic shall be restricted to the use of Table Mountain Road north from the main
Mine driveway that exits onto Table Mountain Road to the intersection of Table Mountain
Road at the Hwy 70/SR191 intersection.
2. No Truck Traffic.is to use Coal Canyon Road.
3. The operator shall photograph/video the existing conditions of Table Mountain Road prior
to commencement of the proposed heavy truck traffic and supply those images to the Butte
County Public Works Department. At the conclusion of the trucking operation the County
and Operator shall inspect Table Mountain Road and compare the pre work photos to the
conditions post trucking and the Operator shall make any necessary repairs to damage
caused by the work. All repairs will be done in coordination with the Butte County Public
Works Department and under an Encroachment permit.
4. The Operator shall take measures to ensure that any material from the trucking operations
that may come off the trucks onto Table Mountain Road is removed on, at minimum, a daily
basis and more often as may be deemed necessary by the Butte County Public Works
Department.
APPLICANT ACCEPTANCE AND ACKNOWLEDGEMENT OF CONDITIONS OF APPROVAL:
I have read the foregoing Description of Approved Use and Conditions of Approval which
were imposed upon the granting of this request for temporary extension of hours (MISC 17-
oooaNulcan Materials Company}, and I agree to fully abide by said items.
