By zoning you are allowed a Second Unit (building permit B16-2753) – see Butte County Zoning Ordinance Table 24-13-1. One single-family home and a second dwelling is permitted per legal parcel. The Second Unit as a use is an entitlement that runs with the land, permitted by right, and not dependent upon individual, or original ownership. In other words, the Second Unit will not need to be removed from the property upon the death of the original owner.
