HomeMy WebLinkAboutMUP16-0003 EDAC15-0021 - Meeting NotesBUTTE COUNTY ECONOMIC DEVELOPMENT ASSISTANCE COMMITTEE December 9, 2015 EDAC15-0021 Drive-Through Coffee Facility – North Chico (Highway 99/Garner Lane) APN: 006-400-059 Presented by Will Clark Owner  Estimated up to 14 new jobs  Goal is 400 vehicles/day (possibly a 24-hour operation)  Two-window drive through  Maximum 600 sq. ft. structure Departments Comments Planning  Zoning - GC (General Commercial)/NCSP (North Chico Specific Plan)  Proposed use (coffee facility) is consistent with the zoning and NCSP.  The drive-through requires a minor use permit.  Requirements of BCC Section 24-160 must be met.  Require a minimum of cueing/stacking of 5 cars (each direction).  Sign requirements per BCC Chapter 24 (Article 20). Can include sign with the processing of the minor use permit.  Lighting shall be shielded and direct lighting shall not cross over property line.  Type of environmental review will need to be determined – exempt, negative declaration or mitigated negative declaration. Building Accessibility – inside and out  Disable Access (walk-up customers – accessibility to walk-up window/transaction area)  Entrance to facility for employees must meet accessibility.  Hardware  Provide 3 sets of plans to be prepared by a California Registered Design Professional  Code Analysis  Submit a door and window schedule in the plan set.  Hardware schedule (locksets, handles, kick panels) for door and window openings.  If drive-up windows are opened and closed with pneumatic controls, we will need compressor information and location, also component and equipment listings for this type of window opener.  Wall and floor finish schedule.  Equipment schedule and assumed layout of equipment on floor plan.  Interior elevations of cabinets, cupboards and sinks.  Electrical Plan with single line diagram or three line diagram, if 3 phase is brought into bedding.  Plumbing schematics, equipment/finishes (walls), electrical plan (mechanical/engineering)  Title 24 for lighting and heating Public Works  Main concern – location of the northbound drive-through lane (Queueing issue – backing onto Garner Lane; blocking ingress/egress point for other uses.  Parcel is located in the North Chico Specific Plan Area and Chico Urban Area  Chico Urban Area – Impact Fee  North Chico Specific Pan – Road & Bridge Impact Fee  Drainage – Can’t increase peak flow runoff over pre-project levels. If additional impervious surface is added, engineered plans and calculations will be required to show how storm water will be detained or retained onsite and/ or conveyed to the nearest natural or publicly maintained drainage facility such that there shall be no increase in the peak flow runoff.  A drainage impact fee may apply to areas of bare ground that are covered with an impervious surface. The current fee is $0.3204 per square foot of coverage.  Additional paved parking or additional building footprint may be subject to the fee.  Grading can be addressed as part of the minor use permit or building permit. Environmental Health  Consumer Protection/Food - (applicant stated it would sell pre-packaged products with no onsite food prep) - EH gave handout on requirements for proposed use.  Drinks and Coffee  Dairy requirements – work with EH  Need separate sinks for: Utensils Food prep Janitorial Bathroom  Need to determine how much water usage (may be able to connect to existing water system)  Grease trap needed  Additional waste for existing septic system (water usage volume). How much water is Down Range using?  Equipment water usage (dishwasher?)  Requirements on floors, walls, ceilings, refrigeration, ventilation  $526.00 plan check fee (1st set of plans)  Work with certified designer for waste water Cal Fire/Butte County Fire  Fire extinguishers  Parcel is in the Local Responsibility Area (LRA) for fire protection  Before final of building permit, a site inspection (during peak time)  Fire lanes/access  If propane is used, vehicle protection bollards required.
