RE: Grading on APN 058-550-010; Highway 70, Concow
Dear Mr. McMaster:
Based on our meeting yesterday, July 26, 2017, the July 13, 2017 Notice of Violation letter is hereby
rescinded. The work that you are currently performing will be covered by the existing Encroachment
Permit, PW17-0012, issued on March 13,2017 even though the work is beyond the scope of the permit.
The work to be covered now includes the following:
o lnitial encroachment that was permitted within the Counties right of way to Yankee Hill Road.. The driveway portion onto your property up to the flat portion of your property a length of
approximately 300 feet.
The remaining work shall consist of installing base rock and paving the driveway from the edge of
pavement for Yankee Hill Road to a point where the driveway grade is no longer 20o/o but is back down to
15%. The driveway will be sloped to direct runoff from entering Yankee Hill Road and directing it toward
the inlet along Highway 70 near its intersection with Yankee Hill Road. The driveway shall be inspected
both by Public Works Staff and Cal Fire Staff. To facilitate the Cal Fire inspection costs a $114 dollar
inspection fee has been included in the permit and you need to pay this fee at the Public Works Counter
at or Offices in Oroville. I have also included an inspection sign off in the permit for Cal Fire to sign off
once they have inspected and accepted the work.
ln addition to the above and based on our discussion yesterday I have included a final sign off by myself
for the submission of an initial as-built drawing of the completed driveway. This drawing does not need to
be prepared by an Engineer but needs to be accurate enough to show the work done once you are
complete. The drawing needs to be submitted prior to final acceptance of the driveway by Public Works.
ln addition we will include a provision in your future building permit review that the site plan for the new
building will include this portion of the driveway and shall be prepared by a licensed Engineer and be
approved prior to granting of the final inspection for the building.
lf you have any questions, please contact me at (530) 538-7681.
Sincerely,
Thomas A. Fossum, P.E.
Deputy Director
