I also have received a lot of conflicting information so this is why I would like to have the meeting so we can move forward in a coordinated direction. I will do my best to answer your questions and list for you my current understanding. If you need more specific information, please let me know and I can research it for you to give you the exact information. I am currently a 1/3 owner of APNs 039-600-015, 016, 017, and 018. I would have to check the exact dates, but I believe we purchased the property in 2004. Since the purchase, there have been deaths and other events that have changed who the other owners are. It is my understanding that because a lake was built on the property, and the property is in the flood zone, no permits, LLA's or other changes to the property would be permitted without a study to show that the construction of the lake did not significantly impact the flood plain. This study has been done and I believe you have a copy. If not, let me know and I will e-mail it to you. The attachment you sent showing the LLA would be ideal. My goal it to have full ownership of a parcel of land and build my home on it. Since I own 1/3 of the property, this 1/3 - 2/3 would allow me to adjust ownership so that I fully own the eastern parcel that was created. It is my understanding that this may be problematic since the property has been rezoned and is now AG-80. When we purchased the property, the zoning was A-40 which would have allowed for a forty acre parcel. Since we are not increasing the number of parcels, I was hoping that an exception could be made due to the ownership percentage and the fact that the land was zoned A-40 at the time of purchase. If an exception can not be made, I would like to make the eastern lot as small as is permitted to minimize the amount of land I need to purchase from my partners. I talked with Dan about what constitutes a "stock pond" since a stock pond is permitted on agricultural land. He did not have a specific answer but did seem to indicate that if the lake was only used for private personal use, and not open for membership, tournaments or other public use it should be allowed possibly as an ag related stock pond. So in summary, my ideal would be the LLA that you attached which would allow me to have full ownership of the eastern parcel and my partners to have ownership of the western parcel. I would like to build my home on the eastern parcel, and maintain the lake as an ag related stock pond. If there is any more clarification you need, or if you need a copy of the flood zone impact study, please let me know. I appreciate your help. Can you note on a site plan (it can be rough) your goal with a Land Use application? Can you specify resultant ownership? I assume the meeting would be in Oroville which is 35 minutes away so I would need either time to get to the meeting, or time to get back to the office. I would come in as early as necessary or come as late as needed. I can also schedule time during the day, but my schedule is usually full 6-8 weeks out so I try to schedule any outside appointments well ahead of time so I don't have to cancel patients. If Friday afternoons or before or after work are not options, I am more than happy to target any time 6-8 weeks from now. The best times for me are Friday afternoons. That is when I do office administrative work that can easily be moved. Other times that would work for me include before and after office hours T-F. I have no other scheduled time available, however, if a Friday afternoon will not work, I could try to change my patient schedule to attend the meeting.
