RE: Grading Permit/CEQA, Minor Use Permit
Dear Mr. Curry,
It was a pleasure speaking with you yesterday morning. I would like to follow-up on our
conversation with this letter outlining the fees and projects required to move your building
permits forward. As discussed, the Department of Public Works imposed a Grading Permit
requirement for your property located at APN: 027-060-075, or 7062 Springtime Trail.
The development you propose has two primary Planning Division (Department of
Development Services) areas of concern. One issue relates to the Oak Tree Mitigation
map note (as discussed) and the other comes from BCC Section 24-76, Riparian Areas,
and a 50 foot development buffer from any established waterways (blue line streams on
topo maps).
To remedy these issues, a Minor Use and Grading Permit must be filed through the County
– this can be done by your engineer at NorthStar Engineering. The Public Works fee for
the Grading Permit is $700.00. Since it will require California Environmental Quality Act
review (CEQA) $5,301.98 will be initially due to the Planning Division and includes both the
CEQA portion of the Grading Permit and the Minor Use Permit. The Planning Division
Grading Permit fee is a base retainer (more time can be billed, but unused time will be
refunded) and the Minor Use Permit cost is a flat fee (the cost will not exceed the initial
fee). This amount also includes a $2,210.25 California Fish and Game fee, publishing
costs, and Clerk Recorder fees. The Oak Tree Mitigation plan will be evaluated at this point
in collaboration with your Registered Professional Forester.
The Minor Use Permit, processed concurrently, but applied for separately, will address the
Riparian Buffer setback and apparent encroachment (to be verified through the Grading
Permit) by the fill dirt into said 50 foot buffer.

If you have any questions on the Minor Use Permit application please do not hesitate to
contact me. Again, the Minor Use Permit will be processed concurrently with the Grading
Permit. It, CEQA, and Minor Use Permit can be processed and completed between
approximately 3-6 months, depending on complexity.
