RE: Pre‐Application for TPM, Bell Road and Jones Avenue, Chico,
AP# 042‐770‐032,
Dear Mr. Airehart:
This office has reviewed your application as indicated above. The following is an analysis of that review.
Project: The proposal is to divide the existing 12.69‐acre parcel into three parcels of 2.5 acres each and
one parcel of 5.19 acres. An on‐site wastewater system will receive wastewater from each site.
Domestic water is to be provided by a well for each parcel.
Location: North of Bell Road and West of Jones Avenue, Chico, CA

Report of Findings:
The parcel is flat and lies within a flood zone X. All four parcels are undeveloped.
Soil profiles were conducted on all parcels on June 9, 2014 by Jan Hill, certified designer, and by Tom
Loushine from Environmental Health. In summary, the soil profiles indicated effective soil depth in
excess of 60”. Soils were consistently loam and sandy loam with no restrictive layer noted. Additionally,
there was no indication of ground water within the profile holes. All parcels meet the required Minimal
Useable Wastewater Area of 12,000 square feet and are suitable for on site wastewater system with
gravity distribution with an application rate of .8 gallons/square‐foot/day.
Each new on site wastewater system and each new well will require a permit issued by Butte County
Environmental Health. An existing well on parcel 2 must be destroyed under a permit issued by Butte
County Environmental Health.
Recommended Conditions of Approval:
If you were to submit a map which is substantially as the map received in this pre‐application, you could
expect this Department’s support, subject to the following recommended conditions:
1) Place a note on the final map or additional map sheet stating:
“Reports that may have been conditions of approval on the tentative map and a list of current county
requirements for building site are on file and available for review in the Butte County Department of
Development Service and Butte County Public Health Department Environmental Health Division files.”
This review should not be construed as a blanket approval of your project since participation in the
County Subdivision Map process may require revisions to the project or conditions of approval in
response to other agency requirements, public comments or additional information received. When
you do apply for your map at the Planning Division, the remainder of your fee for Environmental Health
services will be $1262.00. ($2524.00 for four parcels with individual wastewater systems and individual
wells minus $1262.00 paid on May 29, 2014). Please note that you should have your Pre‐Application
Review receipt available at the time you make application.
This letter concludes this Department’s review of your pre‐application. If you have any questions,
