The study of anticipated traffic impacts was undertaken for planning purposes and to assist in determining what traffic controls or mitigation may be needed to reduce potential impacts. The project site is located on Garner Lane between Highway 99 and Esplanade, in Chico, CA as shown on Figure 1. The proposed project consists of the following:  Four buildings totaling 58,932 square feet for automobile sales  63,235 square foot building for service and collision repair  Automatic car wash and detail shop  12 position fueling station  Convenience store The project site plan is shown on Figure 2. Six access points are proposed for the development along Garner Lane. The driveway locations are also shown on Figure 2. This traffic impact study has been prepared to document existing traffic conditions, quantify traffic volumes generated by the proposed project, identify potential impacts, document findings, and make recommendations to mitigate impacts, if any are found. Study Area and Evaluated Scenarios The following intersections are included in the analysis based on scoping correspondence with Butte County Staff:  Garner Lane / Highway 99  Garner Lane / Esplanade  Six (6) project driveways on Garner Lane The following roadway segment is included in the analysis:  Garner Lane between Highway 99 and Esplanade The locations of these intersections and the study roadway segment are shown on Figure 1. This study includes analysis of the both the weekday AM and PM peak hours as these are the periods of time in which peak traffic is anticipated to occur. The evaluated development scenarios are:  Existing Conditions (no project)  Existing Plus Project Conditions  Existing Plus Project Mitigated Conditions  10 Year Cumulative Background Conditions  10 Year Cumulative Plus Project Conditions Traffic Impact Study Courtesy Auto December 2, 2016 Page 4 of 15 Analysis Methodology Level of service (LOS) is a term commonly used by transportation practitioners to measure and describe the operational characteristics of intersections, roadway segments, and other facilities. This term equates seconds of delay per vehicle at intersections to letter grades “A” through “F” with “A” representing optimum conditions and “F” representing breakdown or over capacity flows. Signalized and Un-signalized Intersections The complete methodology is established in the Highway Capacity Manual (HCM), 2010, published by the Transportation Research Board. Table 1 presents the delay thresholds for each level of service grade at un-signalized and signalized intersections. Roadway Segments The criteria for evaluating roadway LOS is outlined in the Butte County General Plan 2030. For the roadway segment LOS calculations, roadway capacity is determined by facility type, as shown in Table 2, and roadway volume based on peak hour segment volume. Roadway LOS was determined by comparing the peak hour bi-directional roadway volumes to the volumes shown in Table 2. Level of Service Policy Caltrans and Butte County have established level of service criteria standards and thresholds for the study area. As stated in the SR99 North Corridor System Management Plan, “Typical Concept LOS standards in Caltrans District 3 are LOS “D” in rural areas and LOS “E” in urban areas. However, some heavily congested route segments now have a Concept LOS “F” because the improvements required to bring the LOS to “E” are not feasible due to environmental, right of way, financial, and other constraints.” Therefore, the trigger for traffic mitigation in this analysis is crossing the threshold between LOS “E” and LOS “F”. EXISTING CONDITIONS Transportation Facilities A brief description of the key roadways in the study area is provided below. Highway 99 – Hwy 99 is the primary thoroughfare in the City of Chico running in the north-south direction. It is classified as a “Major Arterial” according to the City of Chico 2030 General Plan and is a Freeway facility south of Garner Lane. The posted speed limit is 55 mph within the study area. Traffic Impact Study Courtesy Auto December 2, 2016 Page 6 of 15 Esplanade – This north-south arterial roadway intersects Garner Lane south of the study area. This segment is classified as a 2-lane “Major Arterial” according to the City of Chico 2030 General Plan. The posted speed limit is 45 mph within the study area. Garner Lane – This roadway is classified as a 2-lane “collector” according to the City of Chico 2030 General Plan. The posted speed limit is 45 mph within the study area. Alternative Travel Modes No sidewalks or bicycle lanes are present on any of the roadways in the study area. Additionally, pedestrians and bicycles are prohibited on Hwy 99 south of Garner Lane since it is a freeway facility. B- Line Route #16 provides bus service to the project site with stops at the Garner Lane / Hwy 99 and Garner Lane / Esplanade intersections. Existing Intersection Traffic Volumes Existing traffic volumes were determined by conducting new video counts at the study intersections. The counts were conducted on an average mid-week day in October 2016. The existing lane configurations and intersection controls are shown in Figure 3 and existing peak hour intersection traffic volumes are shown in Figure 4, attached. Existing Intersection Level of Service Level of service calculations were performed using the existing traffic volumes, lane configurations, and traffic controls. The results are presented in Table 3 and the calculation sheets are provided in Appendix A, attached. As shown in Table 3, the Hwy 99 / Garner Lane intersection currently operates at unacceptable level of service conditions (LOS “F”) during the AM peak hour. The Garner Lane roadway segment Level of Service is shown in Table 4. As shown in Table 4, the Garner Lane roadway segment is operating at acceptable conditions during the peak hour. Table 5 provides the AM Peak Hour and PM Peak Hour trip generation calculation details for the proposed project. Detailed calculations are shown in Appendix B, attached. Project Access Six access points are proposed for the development, all located on Garner Lane. The driveway locations are shown on Figure 2. All access points can be constructed as full access intersections allowing for all possible movements with side-street STOP control. Trip Distribution and Assignment Traffic generated by the project was distributed to the road network based on the location of the project, major activity centers, regional travel patterns, and roadway connections. The following trip distribution percentages were used for distributing the project traffic:  75% travelling to/from the south on Hwy 99  15% travelling to/from the north on Hwy 99  5% travelling to/from the north on Garner Lane  5% travelling to/from the south on Esplanade Project generated trips were assigned to the adjacent roadway system based on the distribution outlined above. The project trip assignment is shown on Figure 5, attached. EXISTING PLUS PROJECT CONDITIONS Traffic Volumes Existing plus project traffic volumes were developed by adding the project generated trips (Figure 5) to the existing traffic volumes (Figure 4) and are shown on Figure 6, attached. The “Plus Project” condition Peak Hour Factors (PHF), lane configurations and travel patterns were assumed to remain the same as existing conditions. Detailed calculation sheets are provided in Appendix C, attached. With the addition of project traffic, the Hwy 99 / Garner Lane intersection remains at LOS “F” in the AM peak hour and degrades to LOS “F” in the PM peak hour. With the significant increase in average delay per vehicle in the PM peak hour, improvements will be needed at the Garner Lane / Hwy 99 intersection. The project proposes to improve the lane configurations at both Garner Lane approaches at the Hwy 99/Garner Lane intersection. The Hwy 99 / Garner Lane intersection has improved to LOS “E” in the AM peak hour and LOS “D” in the PM peak hour. No further mitigation is needed. 10-YEAR HORIZON CUMULATIVE BACKGROUND CONDITIONS Background Improvements The SR99 North Corridor System Management Plan (CSMP) forecasts the level of service on Hwy 99 as LOS “F” for the “20-year no-build” scenario. To enhance corridor mobility, the CSMP proposes to construct a “concept facility” that will include additional thru lanes on SR99 throughout the study area. New lane configurations considering the SR99 North CSMP improvements are shown on Figure 8. Traffic Volumes The 10-year horizon cumulative background traffic volumes were developed as a part of this study to provide a baseline for assessing potential impacts of the project on the future transportation network, and also to determine if contemplated mitigation measures would be satisfactory for a 10-year horizon. Traffic growth rates were determined considering past AADT volumes obtained from Caltrans’ Traffic Census Program. The Historic Annual Average Daily Traffic (AADT) volumes are shown in Table 9. The growth rates were then applied to the existing AM and PM peak hour traffic volumes to obtain future background peak hour traffic volumes. Additionally, a project located on the west side of Garner Lane is in the planning stage. Considering the current zoning and property size, project trips were estimated and added to the future volumes to obtain cumulative volumes. It is worth noting that the highest foreseeable volume from the private project was used in this analysis to be conservative. The anticipated volumes from the project located on the west side of Garner Lane are provided in Appendix E, attached. 10 Year Horizon Cumulative Background traffic volumes are shown on Figure 9, attached. 10 Year Horizon Cumulative Background Intersection Level of Service Analysis Table 10 presents the level of service analysis summary for the “10 Year Horizon Cumulative Background” scenario including the planned CSMP intersection configurations. With the addition of future volumes and planned lane configurations, the Hwy 99 / Garner Lane intersection is anticipated to operate at LOS “E” and LOS “D” in the AM and PM peak hours, respectively. Project Access: Six access points are proposed for the development, all located on Garner Lane. All access points can be constructed as full access intersections allowing for all possible movements with side-street STOP control. Existing Level of Service: The studied existing intersections and approaches currently operate at acceptable LOS conditions except for the Hwy 99 / Garner Ln intersection which currently functions at LOS “F” in the AM peak hour. Plus Project Level of Service: With the addition of project traffic, the Hwy 99/Garner Lane intersection is projected to operate at unacceptable LOS conditions (LOS “F”) under “Existing Plus Project” conditions during the AM and PM peak hours. Mitigation is necessary for this condition. Summary of Proposed Improvements: The project proposes to improve the lane configurations at both Garner Lane approaches at the Hwy 99/Garner Lane intersection. An additional lane should be constructed at the eastbound approach to allow for an exclusive left turn lane and a shared thru-right lane. The westbound approach should also be widened to also allow for an exclusive left turn lane and a shared thru-right lane. The traffic signal phasing should be changed from permissive left-turns to protected left-turns on the Garner Lane approaches (east-west directions).
