NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION AND
NOTICE OF PUBLIC HEARING
In accordance with the California Environmental Quality Act (CEQA), Butte County has
prepared an Initial Study and is considering the adoption of a Mitigated Negative Declaration for
the project listed below at a public hearing before the Butte County Planning Commission to be
held on July 23, 2015 at 9:00 a.m. in the Butte County Board of Supervisors’ Room, County
Administration Center, 25 County Center Drive, Oroville, CA
Project: Verizon Wireless-Forest Ranch Baptist Church – Conditional Use Permit UP15-0001
Location: The project site is located at 4955 Schott Road, off State Highway 32, in the
community of Forest Ranch. Township 23N, Range 1W, Section 14; MDB&M.
APN: 063-210-013
Proposal: The applicant is requesting a Conditional Use Permit to construct a wireless
telecommunication facility that includes a 125-foot tall monopine tower, eight (8) panel antennas
mounted at the 110-ft. elevation, a prefabricated equipment shelter, a standby diesel generator,
underground power, and associated equipment. The facility will be situated within a 40-ft. x 40-
ft. (1,600 sq. ft.) lease area that will surrounded with a 6-ft tall chain link fence with barbed wire.
The Butte County General Plan designates the subject property as FR (Foothill Residential).
Zoning on the subject property is FR-5 (Foothill Residential, 5-acre minimum).
The Initial Study/Mitigated Negative Declaration (IS/MND) and reference documents for these
projects are on file for public review and comment starting May 29, 2015 through June 29,
2015, at the Butte County Planning Division, 7 County Center Drive, Oroville, CA. The
IS/MND is also available for review on the County website at
http://www.buttecounty.net/dds/Planning/CEQA.aspx. All persons are invited to review the
documents. Comments may be submitted at the above address to the Planning Division in
writing at any time prior to the hearing or orally at the meeting listed above, or as may be
continued to a later date. If you challenge the above application in court, you may be limited to
raising only those issues you or someone else raised at the public hearing or in written
correspondence delivered to the Planning Commission, or prior to the public hearing.
