Pursuant to Section 24-180 Application Submittal and Review, Section A, of the Butte County Zoning
Ordinance, Amended September 10, 2013,
1. The proposed site near the intersection of Kelly Ridge Road and Royal Oaks Drive is
intended to improve coverage to the residents at the peninsula, Lake Oroville, Oroville
Dam Road, Kelly Ridge Road, Olive Hwy (162) from Heritage Road in the south to
Foreman Creek Road to the north.
Providing improved indoor service to residents will allow them to take advantage of
AT&T’s high speed wireless network including the new 4G LTE network. In-building
service is critical as customers increasingly use their mobile phones as their primary
communication device (landlines to residences have decreased significantly) and rely on
their mobile phones to do more (E911, GPS, web access, text, etc.).
2. 4G LTE is capable of delivering speeds up to 10 times faster than industry-average 3G
speeds. LTE technology also offers lower latency, or the processing time it takes to move
data through a network, such as how long it takes to start downloading a webpage or
file once you’ve sent the request. Lower latency helps to improve the quality of personal
wireless services. What's more, LTE uses spectrum more efficiently than other
technologies, creating more space to carry data traffic and services and to deliver a
better overall network experience. AT&T designs and builds its wireless network to
satisfy its customer service standards, which ensure customers receive reliable in-
building service quality.
3. The proposed site will be designed to serve four broadband carriers with the same
loading on the tower as proposed by AT&T (nine 96” panel antennas and 21 RRUs), all
painted to match the foliage on the proposed treepole. See RFDS attached.
4. The proposed height of the treepole will be 80’ at an elevation of 1198.3± AMSL at
ground (NAVD88), surrounded by a 6’ high chain link fence with slats.
5. Each carrier/tenant will supply and file an application and obtain a building permit for
their structure to house the radio equipment.

11. There were no suitable sites available for co-location to be able to meet AT&T’s
coverage objectives and no existing facilities within 1000 feet.

13. AT&T’s equipment operates well below established standards used by the FCC for safe
human exposure to radio frequency electromagnetic fields. An RF engineering report is
attached.

15. Site specific information identifying failure characteristics of the tower proposed for this
location certified by a PE attached.
16. Applicant proposes to construct a treepole to fit into the surrounding area to be as
visually unobtrusive as possible and still allow the carrier to provide reasonably effective
service with the best technology. See photo simulations, item 10.

18. Applicant has received a Co-Location Application from AT&T on September 29, 2014,
listing their antennas and other equipment to be placed on the tower as well as ground
space requirements for their shelter and generator. A copy can be provided to the
County if requested. AT&T will provide their FCC Licenses at the time they file for
approval of their installation.
